I have just been informed that the database I reviewed yesterday was defective. For that reason, I have “unpublished” my previous post. Based on what I was told, I did not receive the full set of records. I expect to get them shortly.
Title III: Uniform and Nondiscriminatory Election Technology and Administration Requirements - Subtitle A: Requirements -
Under HAVA Title III: (Sec. 303)
“Requires the appropriate State or local election official to perform list maintenance with respect to the computerized list on a regular basis [and to provide adequate technological security measures to prevent unauthorized access to the computerized list.]”
“Requires the State election system to ensure that voter registration records in the State are accurate and are updated regularly.”
The fact there are over 21 million voter roll records on the NYSBOE database would indicate the State has violated HAVA requirements under (Sec. 303).
The failure of the State to address the bloated list demonstrates negligence or deliberate in-attention.
That the State has not provided adequate technological security measures to prohibit unauthorized access to computer systems and malicious computer code also violates
(Sec. 303). The presence of the hidden ‘Spiral’ algorithm on the database specifically allows unauthorized access to its computer systems
HAVA under Title IX: (Sec. 905)
Provides for other criminal penalties for conspiracy to deprive voters of a fair election and for false information in registering and voting.
I can't tell you how many times I discovered some Eye Popping Phenomenon with Voter Rolls...
Only to realize that some sort, cut/paste or macro made things appear suspicious when it truly wasn't!
Other times, what I thought was a weird arrangement of records turned into an incredible discovery!
